1. Open the photo in Photoshop
2. In the toolbar, go to Image -> Image Size ( or press ctrl+alt+i )
3. Under "Document Size":
Here you have a couple of options. the default resolution for files on the web is 72 pixels/inch, but printed photos should be at 300 pixels/inch. If it doesn't say 300 in the resolution box, uncheck 'resample image' and change it. The Width and Height of the document will change with the resolution change. If it was at 72px/inch before, it will have shrunk. If it already was at 300, go to step 4.
4. At this point, if the photo is still too big (otherwise, go to step 5):
Change the width so it's 3. The height will scale to match.
Now you will be in 1 of 3 states. Either:
a. the height is less than 4
If this is the case, we want to change the height instead (and crop the width), so change the height to 4.
Now the width will be bigger than 3, but we can crop it.
Click OK
Press ctrl+alt+c (or select Image->Canvas Size)
Make sure the units are in inches
change the width so that it's 3
Click OK (or more advanced, you can adjust the anchor of the crop--if you want it to just remove from the left or right side, but it defaults to half from each)
Now you have a 3x4 photo (go to step 5)
b. the height is more than 4
If this is the case, we need to crop the height so we can make it 3x4
Click OK
Press ctrl+alt+c (or select Image->Canvas Size)
Make sure the units are in inches
change the height so that it's 4
Click OK (or more advanced, you can adjust the anchor of the crop--if you want it to just remove from the top or bottom side, but it defaults to half from each)
Now you have a 3x4 photo (go to step 5)
c. the height is 4 (this is what we want)
Now you have a 3x4 photo (go to step 5)
5. Click OK and press ctrl+p (or select File->Print) and you should be good to go.
