For decades, we have chased the idea of users being able to do some programming, allowing them to bring their business knowledge directly to the problem resolution process. The problem is, as we chased 3rd Generation, 4th Generation, and other "user" tools is that all of them required a great deal of training and a substantial amount of compromise. New tools based on web services give great promise for allowing users to create their own solutions, as they need them, on their own or with the help of special business analysts. In this article on Situational Applications, Jonathan Sapir has done an excellent job of both exploring the problem and offering several ways of applying current and near-future tools to a solution.
