Q: what is the downside of using these cartoons?
Any or all of these: disadvantage, cost, exposure, limitations, etc.
Examples: no promise it will not be grandfathered if the publisher is acquired in a merger, cartoonist takes back all rights of usage, requires split of all AdSense revenues for that particular article

Q: what is the upside of using these cartoons?
Any or all of these: advantage, low (or no) cost, use of long accepted visual clichés, cross postings that might link up as into further exposure, no limitations, etc.
Examples: a formal promise ‘proper use’ will be grandfathered if the publisher is acquired in a merger, cartoonist will never take back all rights of usage, no requirement of split of all AdSense revenues for that particular article

Once again, an example of something which seems like a good feature, without clarification of business risk, legal exposure, revenue impact, etc.
