Paul Duignan is an outcomes, evaluation and strategy expert. In his PhD he developed a comprehensive sector-wide evaluation framework. He works in all areas of measuring outcomes and evaluating programs, policies, organizations and sectors. He works with most sectors and with organizations ranging from the Independent Evaluation Office of the International Monetary Fund (IMF), to government departments, through to small community and other organizations. He has taught evaluation at postgraduate level, consults on evaluation, consults on outcomes and performance management frameworks, peer reviews evaluation proposals and sits on evaluation advisory committees.
