Paul Duignan is a psychologist, social scientist, evaluator and organizational/societal outcomes specialist who works in the areas of outcomes, performance management, evaluation, outcomes-based contracting and the assessment and use of evidence in decision-making. In his PhD he developed a comprehensive sector-wide evaluation framework. He works in all areas of measuring outcomes and evaluating programs, policies, organizations and sectors. He has worked in most sectors and with organizations ranging from the Independent Evaluation Office of the International Monetary Fund (IMF) through to government departments in most sectors, through to small community and other organizations. He has taught evaluation at postgraduate level, consults on evaluation, consults on outcomes and performance management frameworks, peer reviews evaluation proposals and sits on evaluation advisory committees. He has developed the conceptual area of outcomes theory, developed the applied Easy Outcomes approach, and has been involved in the development of DoView outcomes and evaluation software.
